State of Colorado The Colorado Arts and Humanities Act of 1967 (CRS 23-9-101 to 107) created a state agency within the Department of Higher Education to stimulate arts development in the state, to assist and encourage artists and arts organizations, and to help make the arts more accessible to the people of Colorado. Passage of SB24 in 1992 dropped "Humanities" from the name. The Colorado Council on the Arts employs the following interrelated strategies to achieve its goals: Grants Programs; Recognition Awards; Service to the Field; and, Public Art. CCA's FY1999-2000 appropriation of $1.8 million is only .031% of Colorado's General Fund, compared to a national average of .077%. Only three states - Alaska, Montana and Oregon - appropriate lower percentages of their General Fund to their state arts agency.
